Haryana Announces Haryana Sports Policy 2009

Chandigarh (Haryana Live): Haryana has adopted a new sports policy on Friday, when Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Bhupinder Singh Hooda, approved the Sports Policy, 2009.

 The promotion of sports shall be collaborative efforts of all stakeholders, especially the various departments and organizations of the State Government, educational institutions, sports bodies,
Panchayats, sportspersons and other persons actively involved in sports.

 Major highlights of the Sports Policy, 2009

Sports Authority of Haryana shall be set up under the Sports Department. The Haryana State Sports Council shall be constituted under the Chairmanship of Chief Minister.

The cash award for Bhim Awardee shall be doubled to Rs. two lakh.

Those outstanding sports persons who would bring laurels to the State at the National and International level shall be liberally honoured with cash prizes.

 The student players who get first three positions at Inter-University or National School Games shall get full tuition fee waiver in State funded or aided institutions.

State Sports Talent Search Scholarship shall be launched to identify and support promising sportspersons.

The Government shall make use of Public Private Partnership (PPP) model to mobilize additional resources for development and maintenance of sporting infrastructure and development in the games as approved by State Government.

Yoga shall be promoted as mass sport to enable people to gain its health benefits. Club culture shall be promoted to create a competitive sporting environment in the State.

A center or department of Sports Medicine, including sports psychologist, shall be developed as specialized field of knowledge at the PGIMS, Rohtak.

The Sports Department shall take steps to identify talented boys and girls in their early years and prepare them for the competitive events. It would also take all necessary steps to meet sporting needs of differently able people.

The Government would promote sports in rural areas and provide rural youth a venue and means for purposeful activities. Steps would be taken by the Universities in the State to soar up
their standing in Inter-University national championship. University securing overall first three positions shall be given grants of Rs.two crore, Rs.one crore and Rs.75 lakh respectively for development of sports.

Diet money for all players participating in coaching camps for National Games and National Championships shall be raised from Rs.100 to Rs.150 per player per day.

Every year, one outstanding referee shall also be honoured and rewarded for excellence in sports in the State. The guidelines regarding financial assistance given to Sports Association shall be notified by the Sports and Youth Affairs Department.

Financial assistance shall be given to conduct District Level Championship in each game and financial assistance shall also be provided for the District Level Sports Festival.

The Government’s schemes and programmes shall have clearly spelt-out outcome indicators during next five to ten years of time-frame.

Human performance lab shall be established at each district headquarters to measure the physiological and physical performance of sportspersons periodically. The Government would make extensive use of Information Technology tools and solutions in data storage, office automation, networking and communication.

Emphasis would be laid on early identification of talent and supporting them adequately all through to enable such young men and women to realize their potential.

The new Sports Policy was necessitated because the existing Sports Policy was framed in the year 2001. Since then there have been several developments, including sterling performance of sportspersons of Haryana in the Beijing Olympics.

The Haryana has a youthful demographic profile as according to 2001 census, about 48 per cent of its population is in the age bracket of 10-35 years.
